Plenty of the people in my neighborhood just drive the classics anyways, no restomodding needed. I see so many classic Minis it's ridiculous, and quite a few 2CVs. Something like this could probably pull over a few of the Brabus Smartcar crowd though.

I'm sure there's lots of people who are happy to deal with the foibles of owning a classic. I'm one of them. But if the ban goes into effect, and only exempts classics, there will be a market for restomods among the people who want a car but aren't jalop enough for a stock classic.

A little town of about 10,000 people outside of Flint. I lived in Hartland (where M-59 crosses US 23) before that, but that was when I was 0–10 years old so I don't really consider that where I'm from anymore. I think your plan, despite its awesomeness, is bound to fail. Why? Lemme explain.
1. Move to Paris. The city is one of the most expensive to live in, especially if you rent.
2. and 3. I would love to be able to enjoy a nice restomod in France, but its not as easy as in the US. You see Commiefornia? We're kind of the same, or worse, when it comes to cars. Sure we have all those cool brown, manual, diesel Wagons and old Citroëns, but if you want to be able to drive and insure a modified car (legaly) you will need to make it pass through the DREAL (= NHTSA + EPA) and have it homologated for road use. This shit can get quite expensive though, and you have to do it for any major modification made on the car (i.e. anything that's written on the "Carte Grise", which is the vehicle's papers, even if you remove the backseats of the car) otherwise you won't be covered in case of accident. It costs anywhere between €100 and €300 each times you go there, and they don't need a specific reason to deliver you a certificate of conformity. Sometimes you will also have to run specific tests to prove it can be homologated (like brakes). Don't forget we also have a biennial mandatory inspection for all cars, that controls everything on it (state of the car safety components, emissions, ...).
4. Deal with the overcomplicated French administration.
5. Profit !
6. and 7. That I can get behind, but move to outside Paris, in the "province" for both of them, way more fun to be had.

Good point, it must be a pain in the ass the run a one-off modified car in a city that's considering banning all cars, period. In theory, though I know nothing about how the french DMV works, it would probably be easier if you did something along the lines of what Icon does, and build a couple models that you have developed and can repeat, and that you know will pass emissions. You would also learn, like a professional importer does here, for example, how to deal with the bureaucracy so that your customers don't have to.
I'm also relying on the fact that there are a lot of wealthy Parisians who will want a car no matter that cost, but don't want to deal with bias play tires, leaky windows, drum breaks and carburetors. Once the ban goes into effect the only way to meet that need would be through modernized classics, which could be sold for large sums of money to the right buyers.
Of course I'm a broke 20 year old without the technical knowledge or capital to make it work, so this is all just fun and games.

Yea Detroit for 4 years, Ann Arbor for a few months now (work) and I grew up on the west side (Ludington).
I am hoping that my next job takes me somewhere else or back to Detroit. I thoroughly enjoy this state, but a change of pace would be nice.

It really is amazing, although to be honest coming from a small town the big city life isn't for me. I like to have lots of privacy, live on the water, not hear cars and stuff all through the night, have a fire, that sort of thing. Being able to drive there is good enough for me. I'm only here for nine months though, six of which have already passed, so it's fun just as a temporary thing.
